The defence community is becoming more dynamic, worldwide. Industry is building capability to deliver to new and more challenging customer demands in critical environments. Military can today increasingly utilize the expertise and resources of the private sector to meet defence capability in new and innovative ways. For example, by transferring ‘risk’ to industry, the military can adopt ‘partnering’ arrangements to meeting capability requirements. The result is to change the role of industry increasingly from one of ‘deciders’ to one of ‘providers.’ Today industry is able to meet growing demands from military partners in innovative ways to have bottom-line impact and provide through-life full-cycle solutions.
This changing reality must however be accommodated into defence systems and organizations which may be old and unable to respond gracefully to the changing face of the defence community in the 21st century. As military leaderships look to modernize defence organization in order to deal with tightening budgets, growing operational needs, and new security challenges, strategically engaging industry occupies a crucial strategic position in future defence planning. You will hear the strategic perspectives from the highest level of government and military on what role they envision for the industry, and the expectations and intentions they are holding to enable such a transformation.
The Challenge
‘Partnering’ with private sector allows the military to reduce costs and achieve bottom-line objectives, whilst at the same time achieving improved service delivery to the front-line. It will also free up personnel for more critical tasks. There are however serious challenges associated with ‘partnering’ with private sector. The role of industry in defence capability; through-life capability management; project cost forecasting and whole-life costing; choosing your ‘partner’ and getting the right partnering arrangement; payment mechanisms and contracting models; defining, allocating, and mitigating risk; providing leadership and managing process and organization change; working effectively in joint collaborative structures and complex programme integration, and; complex project management and Systems-of-Systems Programmes in defence are all core issues that pose important challenges.
We will cover all these areas to provide strategic decision-makers and senior leaders in the military and industry with the best in strategies and approaches to effective ‘partnering.’ As the Gulf region looks to develop its regional defence industrial capability at the same time, the possibilities for collaboration and strategic engagement are potentially huge.
